Yes, the worser examples of driver behaviour indicated in the report represents a significant hazard to all motorists on the road.
Like driving kilometre after kilometre with only one hand on the wheel with a Big Mac or a Whopper in the other hand. Maybe a frozen Coke instead.
That sort of driver behaviour deserves a fine and a loss of demerit points. But how are the police ever going to be able to prove that a driver had only one hand on the wheel for a continuous length of time and kilometre after kilometre?
As for the other "bad driving habits" which this loophole in the law allows this steep fine and loss of demerit points to be applied to, they should be discouraged, the police perhaps should issue warnings to motorists, to make them think again before reaching for some food or drink, or changing the CD in their CD player, for example, while driving.
That is fair enough. But if the police in Queensland pinched every driver for every single little behavioural anomaly which is a distraction of some kind while driving, like taking one hand off the steering wheel to scratch your head, the magistrate courts would be overrun with people challenging their highly disputable infringement notice.
